Museveni's rhetoric surely gives the LRA the much needed confidence to stop fighting. He has been roaring his rhetoric for 20 years!!..did the war end...NOP..and he is once ahgain talking nonsense..
On other note, internet search does reveal that Museveni and Zenawi of Ethiopia are preparing to attack Somalia... There too they will fight out nani diyo Bwana...

"IF they (the indicted Lord's Resistance Army leadership) don't respect the (cessation of hostilities) agreement that they and us signed, we are going to hunt them down and catch them because time is not on their side," President Yoweri Museveni announced last night.
Addressing a news conference at Nakasero State house after a three-hour closed meeting with Ethiopian Premier Meles Zenawi, the President
stressed, "That agreement is good for Kony and his group. It gives them a soft landing especially since we have defeated them militarily. It also makes our work of reconstruction easier. But it compels them to assemble in the designated areas with their forces."
"The agreement will not allow them to hide anywhere. If they don't show up, it will be worse for them. They have nowhere to hide since the DRC is now settling down after their elections," he warned.
Under the agreement, the UPDF will guarantee safe passage to the LRA within Uganda to enable them move to the designated areas, while the Sudan People's Liberation Army shall monitor and protect them in the assembly areas.
It also states that if the peace talks fail, the LRA shall be allowed to leave peacefully. The rebels are required to move to the safe zones within three weeks.
Last year, the
International Criminal Court indicted Kony, Vincent Otti, Okot Odhiambo, Dominic Ongwen and Raska Lukwiya over crimes against humanity, committed in Uganda since July 2002.
Zenawi, who arrived in Uganda yesterday for a working visit, repeatedly denied that his country had deployed troops in the neighbouring war-torn Somalia.
"We don't have armed troops in Somalia. We have just beefed up our defences. But some groups in Somalia have sought for training from us and we have done that.
We have only sent there trainers. All sane people will agree with me that the clan differences in Somalia were not imported from Ethiopia," he stressed.
He said his government had asked Zimbabwe to repatriate former Ethiopian leader mengistu haile Mariam for trial.
Museveni said an Inter Governmental Authority on Development (IGAD) summit would soon
review the situation in Somalia.
"Uganda was requested by the AU (African Union) in Abuja last year and the IGAD to send a couple of battalions to Somalia. We are ready with the force, we have cleared with Cabinet and we are soon going to Parliament," Museveni said.

Zenawi said, "We fully support Uganda because we will not send troops to Somalia unless we are requested by a constituted government in Somalia."
On the mutual matters discussed, Museveni said, "All COMESA and IGAD members agreed to build a road from southern Ethiopia to northern Kenya. The road in Ethiopia is tarmacked but the one in Kenya is not. Once this is built, Ethiopia will be linked to East Africa."
"On electricity, Ethiopia decided to ignore the World Bank and built more power stations than we have done. But we shall build Bujagali, Karuma, Ayago and others as planned. If Kenya could cooperate, we could connect our
grids," Museveni said.
