Dear Elisaphan,
There is something "FISHY" going on inside the parliament of Rwanda.The article 90 is very specific.It is beyond my understanding as why it cannot be applied.
Check out the question which was asked to the speaker and his respnse.
Q: People are wondering why those MPs that are accused of committing genocide crimes do not resign as per Article 90 of Parliamentary Rules of Procedure.
A: The Article can only be evoked at the recommendation of the (Parliamentary) Disciplinary Committee, and then approved by 3/5 of all MPs. The committee hasnt done that.

The speaker should resign and let the law take it`s own course. there should
never be any kind of immunity. He did what he did with full knowldge of his
sorroundings and support.
