Panda Gari was started in Uganda in mid 1979 after President Lule was
deposed. When President Binayisa came to power and Museveni was a minister of
defense, Museveni authorized Panda Gali to start, in fact if you were in
Kampala as you claim, try to remember when we had a white Leyland bus from
Kireka barracks that was terrorizing people in Kampala, that bus was under
direct command of Museveni. It was the same Museveni that came and shot into
the masses at city square during Twagala Lule oba Kufa tufe. Those were the
UNLF days. And that Panda Gali continued on as Museveni was terrorizing the
people using his FRONASA/Rwandese people until when Binayisa announced the
transferring of David Oyite Ojoke to Nigeria. Panda Gali stayed into Uganda
until when we had an election which brought Obote to power. And yes he found
Panda Gali in function and he did not remove it after the election. Let us keep
these issues into perspective.

Get your facts in order. Panda Gari started in Kla when M7 went to the bush.
The people who were arrested and killed were accused of being M7's supporters.
Obote was in Uganda then.

I fail to understand your point. Obote brought Panda Gari and now its being
done in Gulu.
The point here is that a killing method once used in Kampala is being used in
Gulu twenty years later.

UPDF soldiers caught in action fleeing from battle front wit LRA
in Northern Uganda.
ABOUT 500 soldiers, UPDF deserters and civilians were arrested in a night
Panda Gari on Independence Day in Gulu town. The UPDF, police and Local
Councils carried out the operation that started at around 3am and ended at
7:30am on Tuesday.
Two SMG guns and several rounds of ammunitions were recovered in the early
morning joint operation.
Soldiers and idlers that included drunkards and newspaper vendors were
arrested. The northern Regional Army Spokesman, Lt. Chris Magezi, yesterday
confirmed that hundreds of UPDF soldiers, deserters and idlers were arrested on
Monday in a joint mop up operation.
The screening is still going on. So far, we have managed to get dozens of
UPDF soldiers whom we have detained at our cells. We have handed the civilians
to the police, he said.
Magezi said the UPDF deserters would appear before the army court this week on
charges of dissertation and Away without official leave (AWOL).
Gulu District Police Commander, Mr Yasiin Ndimwibo, said only five civilians
had be handed to the police by press time.
The operation followed concerns by Gulu Municipal authorities that there was
high crime rate in the town suburbs.
It is not uncommon that hundreds of UPDF soldiers flee the battle front with
LRA and take refugee in town and particularly in the slums in civilian dressing
and in the night they commit lots of atrocities on the civilians, which the
military swiftly blames on LRA rebels. It is this flight from the war front
which created the Ghost Soldiers Scandal (GSS) in which UPDF officers made
millions of Shillings paying ghost soldiers. A number of senior military
officers whose personal loyalty to President Museveni was questionable have
been court martial, while his sycophants have been forgiven. [ENDS]
