Uganda denies violating UN arms embargo on Somalia

KAMPALA (AFP) - Uganda has rejected a United Nations report that accuses it
of sending weapons to Somalia's weak government in violation of a 16-year-old
UN arms embargo.

Defence Minister Chrispus Kiyonga said Friday Kampala formally protested to
the world body about its inclusion in the report by UN experts charged with
monitoring compliance with the oft-violated 1992 embargo.
"Uganda has not deployed any troops to Somalia (and) will now formally
protest to the UN about this serious, negative and false report on our
country," Kiyonga told reporters in Kampala.
The UN report, a copy of which was obtained by AFP this week, is due to be
presented to the UN Security Council on Friday and paints a grim picture of
illegal militarization in Somalia that is now on the brink of war.
The government and a powerful Islamist movement that controls much of south
and central Somalia are now girding for battle that many fear may lead to a
full-scale conflict that could engulf the Horn of Africa region.
In their 80-page report, the UN experts accuse Djibouti, Egypt, Eritrea,
Iran, Libya, Saudi Arabia, Syria and the Lebanese Shiite Hezbollah militia of
supplying weapons to the Islamists.
Most of those countries deny the charges.
The report also says that Ethiopia, Uganda and Yemen are providing weapons
and troops to the government.
Uganda has offered to contribute soldiers to an Islamist-opposed proposed
regional peacekeeping force that would support the transitional government but
Kiyonga said Kampala would only do so in accordance with the law.
He said Uganda would not send troops until the government received
parliamentary approval for the deployment and only after the UN arms embargo is
at least partially eased.
"Both of the two scenarios have not been obtained and so Uganda could not and
has not deployed troops to Somalia," Kiyonga said.
