will tell you that the oppressed normally have different way to manifest their
resentment against the oppressor... in the days of colonial rule... Street
lights were targets too!!

KAMPALA City Council has deployed law enforcement officers to guard the new
developments it has installed to beautify the city.
Through the Central Division, KCC has deployed the officers to protect the
facilities from vandals in preparation for the Commonwealth Heads of Government
Meeting slated for November.

The government in collaboration with KCC has installed streetlights, huge
bill boards, flower gardens and renovated public convenience facilities.
Day and night job
Godfrey Kisekka, the senior town clerk at the Central Division, said the guards
would work day and night to protect the modern installations in the city centre
as a way of sustaining the developments.
"We have deployed guards to look out for thieves stealing chains and lights
along the streets," Mr Kisekka said. "They will also arrest boda boda cyclists
who knock pavements."
Beginning last year, KCC constructed flower boxes and green islands but most of
them have been damaged. Flowers and the grass have dried up due to trampling on
by pedestrians who stubbornly refuse to utilise the walkways provided.
Mr Kisekka was speaking during an inspection of the works by the division
technical staff and leaders on Tuesday.
The team visited the works at the Constitution Square, public conveniences,
Nile Avenue, The Sheraton Kampala Hotel open space, the Railways Square, Pan
African Square, Queen's Way and Entebbe Road.
"KCC has lost a lot of money in investments that are normally destroyed by
thieves due to lack of protection but instead of always losing to thieves, we
shall spend on security," Mr Kisekka said.

He said KCC is challenged with lack of appreciation of the
facilities by the communities resulting into failure to protect the resources.
Mr Kisekka warned that they would cancel licences and close shops found selling
the stolen property. He said 100 flower pots will be set up in places where
there is no provision for gardens.
KCC will also renovated pathways along all roads, public toilets and clear
drainage channels. Mr Kisekka said the contractors would take two months to
complete the remaining works.
Central Division Vice Chairman John Mutenda said KCC has had great difficulty
on what to do with undeveloped pieces of land but are privately owned.
