US policy makers better wake up... that is if the US wants to maintain some
clout in the great Lakes Region of Africa..otherwise it risks being dismissed
as irrelevant in the post museveni era!!

This reminds me of a Robert Garsony? The USAID chief in Uganda during Obote 2,
and I suspect architect of the removal of the UPC government and the ushering
in of the NRA-regime. Robert went on to write the blue print for subduing the
North? Followed it by assembling a NUPI Consultancy to advise NRA-regime? who
in turn hired Auntie Betty Bigombe? who under the cover of World Bank
employment, a cloak and dagger work for the Juba Peace talks? and along with it
a retinue of luminaries from the North, residents in US to provide the
legitimacy for it. This long ladle will hang someone at high noon.
All the below is just a continuation of the above, I suspect and is a method
of sustaining NRA-regime in power; and ways of enabling dollars to find its way
into M7's holed-pockets. This 34 districts is definitely of the North and East,
only that it is yet to be mentioned. At the moment a stage has to be prepared
to pour dollars in M7's holed pockets of course and; to the children who have
benefited from UPE, well someone has to ask the parents of children studying
under Muyembe Tree and trekking at night to sleep on the shop pavements in Gulu
or find shelter after the burning down of their IDP Camps, to confirm if it is
true. Sooner or later we will know, as an 'O' 'O' of the Muwhezi and Mukula
types will come out of the wood works blamed for failing the children. I am
saying this because the Governor of M7's Central Bank is the latest to be
blamed for failing the country's economy, imagine!!!. L
Remember M7's own statement at his swearing in to quote 'now that we got the
treasury, how will they defeat us'?
