with all those funds donate by donors to help Mulago Hospital ?
The fool is instaed busy talking stupid about UPC this UPC that... Malinda is 
lucky his sorry  behind does not have to answer to some of us..

THE health minister has described the Uganda Peoples' Congress (UPC) as a "dead 
party." "UPC is a dead horse and no matter how hard you whip it back to life, 
it will never resurrect!" said Dr. Stephen Malinga in Kasese on Thursday.
He was commissioning the district health office block and a grade three health 
centre at the Hima Town Council worth sh395m. "I was a diehard UPC youth winger 
but everywhere you looked at the party later, there was no sign of life."

     The minister said the Government had reduced the HIV prevalence rate, 
improved immunisation coverage, increased access to physical health facilities 
to 83% within 5km of the nearest health facility and improved the supply of 
basic medicine and health supplies.

                     Referring to the 2006 demographic and health survey, he 
said infant mortality rate had reduced from 88 per 1,000 live births in 2001 to 
76 in 2006. He added that the maternal mortality rate had reduced from 527 per 
100,000 live births in 1995 to 435 last year.
Malinga advised married couples to be faithful to each other and urged the 
youth to abstain from sex. Katura Musana, the Hima LC3 chairman, was concerned 
that the HIV/Aids prevalence rate in the area was at 13%.
If the spread of HIV/ Aids is to be curbed. He said the government would 
distribute condoms for those who cannot abstain but warned that they were not 
100% safe.
