On paper, the UPC president's pledge is certainly worth while. On the
pragmatical planet, the zeal to transform it into handling and sail ashore
implementation is however, a big disgrace.
On the surface one would think it is in the interest of both the PD, FDC, NRM,
UPC and indeed, of Ugandan in general, that our natural resources propitiate
the collective wellbeing. In that regard, a well articulated policy and
legislated guide-line as the UPC president promulgates should not find any
difficulty in winning support and understanding from the other parties for
solid convergence. But, this is Uganda. And, this is Africa. Genuine solidarity
with the land for collective wellbeing is as yet, a rare phenomenon even among
out spoken "Uganda -at-heartism".
Schism for schismism and symptomatic lugezi-gezi will always surface. Direct,
moreover. What to do!!
The demarcation between the legislation, the executive and the judiciary is
beyond obscurity. From an ordinary Ugandan commonality perspective, the
legislation is almost dysfunctional. And, it is not president Yoweri
Musseveni's fault or art. That is what is pathetic. President Musseveni has
become a scape-goat or scape-grace (depending) on whom bullshit hypocritical
and malicious non-functional MPs damp their failure. They do not do their acts
well but turn around and holler that it is Musseveni who fails them. Sick, is
it not?!
They did not sound so during election campaign. Then they did portray they were
mites with wings. They said they were mites who could bull-dodge mountains.
They did not tell the electorates that they were spineless Maji-maji who would
not deliver what was expected of them as long as the president is Yoweri
Musseveni.
So in Honor of schism for schismism, they sit and wait. Sit down and withhold
their " Gold-sealed propositions" until when they themselves become presidents.
So the generations that elected them eat bones. Yet, the future generations
grass too. Because the bad ass chiefs of utopia never became presidents anyway.
Pension caught up with them.
A problem with our legislators is that they sit and watch or focus on
lugezi-gezi controversies, personal gains and vendetta. Then when some one else
thinking differently, a Maker of a different sort tailors shit right in front
of their noses and gets away with it, our folk representatives see stars at
mid-day. Then they are motive. Suddenly, they are vigors. Then they lie to the
world as if the situation is new. Yet it has always been the same and they have
had all the time in the world to get their acts together.
President Musseveini had a point last week when he elucidated his position on
the "Baruli" issue. He spelled it out crystal clearly. Just the way we always
thought!!! Similar symptoms hallmarks most Ugandan institutions: the local,
district, regional and even enforcement authorities do not know respective
jurisdiction / mandate. Their negligence fueled the magnitude of the crisis.
Then when the situation flamed like wild fire, they turn around and dump the
blame on the President's face. Yet they had the mandate to combat the situation
and commission tenable basis for legislation oe executive decision.
It will be interesting to see how many propositions and bills actually gets
legislated on this OIL business. It will be interesting to see how much
constructive opposition there is for the countys coffers.

government entered into with various oil prospecting companies. 3. It was
our recommendation that a Uganda Petroleum Commission be established to :
(i) Study how oil is managed in other oil producing countries
and recommend policies to the government.
(ii) Engage all citizens in open and constructive debate
pertaining to the exploration and management of oil revenues.
(iii)Engage NEMA and other environmental bodies to study
the environmental impact of the oil exploration and avoid
environmental disasters being experienced by other oil
producing countries. 4. The NRM government has so far not heeded our advice.
This intransigency is beginning to yield adverse consequences both internally
and externally. Ø Internally, the people within the affected districts are
continuing to agitate for a negotiated share of the prospective oil wealth in
the face of uncaring and unresponsive government. The people in these areas
have been tempted to resort to violence in order to settle land disputes
especially with persons outside the District and they believe that these
"intruders" are facilitated by the government as an advance team to
occupy and exploit the oil rich land. 5. The prospecting for oil has landed
the country into an international conflict with Democratic Republic of Congo
which has led to a bloody confrontation where lives have been lost. President
Museveni has been reported to have entered into a joint oil venture with
Malaysian Prime Minister without any policy and legislative frame work guiding
him in terms of contractual obligations. 6. The government as reported in the
New Vision of 8th August 2007 claims that they have a draft oil policy in the
offing and that the policy addresses several stages of exploration and managing
oil resources. This raises several questions: (i) Where is the
draft oil policy if it exists? UPC challenges the government to produce the
draft policy. (ii) What policy guidelines are President Museveni
and his government currently following in explorations and managing of oil
resources? Who has been issuing licenses to the prospecting
companies? (iii) What is the legal status of the current oil
exploration companies? 7. As long as there are no openly debated policies and
legislations regarding the prospecting for oil production, marketing of oil and
the sharing of oil revenues, there is bound to be economic, social and
political conflict resulting from the scramble for oil contracts. These
tensions and conflicts will not only engulf Uganda and prospecting companies
who have signed oil exploration without a proper legal framework in place but
will spill over the countries that neighbor and share the oil belt. 8. The UPC
warns that, if the stakeholders in Uganda are not involved in formulating the
policies and legislations which involves the people of Uganda in the management
of oil resources is then, the symbolic national prayers meant to thank God for
the gift of oil resources and which are intended to be an annual event will
turn out prayers to mourn the disasters that oil would have brought
to our motherland. 9.The Uganda Peoples Congress calls upon the people of
Uganda to join it in its demand for an open and publicly debated oil resources
policy and legislations that will lead to the formation of an inclusive Uganda
Petroleum Commission to manage our oil resources for all the people of Uganda
