North and East fed by foreign NGOs, killed by bombs including clashes between
the arny and rebels, and the govt has nothing to show out of the "fundamental"
change!
The govt could not even build Ugandan financial institution!! Now a whole
govt official is talking of banking Uganda oil money abroad. Who are these
idiots trying to fool with that broad day light loot?

Ugandas oil money will be kept abroad - Bukenya ANDREW BAGALA,
ELIAS BIRYABAREMA & AGENCIES THE revenue from Uganda's oil and natural
gas exports will be deposited on an account outside the country and then drawn
to fund anti-poverty programmes, the Vice President, Prof Gilbert Bukenya has
said.
He was quoted by Mshale online, an internet edition of an African community
newspaper in North America. Prof Bukenya was addressing the Uganda North
America Association (UNAA) Convention in San Francisco, California over the
weekend.
The VP was calming persistent fears that the recent discovery and later
production of oil in Hoima District would intensify corruption and lead to
conflict like in oil-rich African nations like Angola and Nigeria.
He did not however, say why the money could not be kept in Ugandan banks.
"The discovery of new resources will not be a spoiler," Mshale quoted Prof
Bukenya as saying. "There are very many sceptics saying, 'The chaos is going to
come to Uganda, all of the oil is going to be stolen. We are finished.' The
answer is no, you are not finished. The leadership is going to be strong in
dealing with oil."
Exploratory estimates indicate Uganda can output over 30,000 barrels of crude
oil per day from the four wells that have been tested and confirmed to have
petroleum deposits.
Reports from Heritage Oil & Gas and Tullow Oil, the two companies that have
struck oil, put the country's crude reserves in excess of 250 million barrels.
Exploration is continuing intensely across Lake Albert and fields stretching
into West Nile though larger discoveries are expected next year.
Prof Bukenya said Uganda is planning to apply the 'Norwegian Model' of
putting all the revenue from the sale of the oil and gas into an offshore
account, and using the interest for poverty eradication, capital investment in
agriculture, infrastructure and education.
Norway is the 8th largest producer of oil but among the few who have registered
success in utilising oil proceeds in improving their economy and the citizens'
livelihood.
The Norwegian Model emphasises anti-corruption measures and a robust
democracy. The VP encouraged Ugandans in the Diaspora to spend their money on
income-generating projects like investing in new coffee industries.
Meanwhile, Lt. Frank Musisi of the US Army Reserve has been elected UNAA
President during the Convention.
Lt. Musisi, who hails from Bumangi, Sesse Islands in Kalangala District, has
held positions in past convention committees and was a member of the UNAA board
from 2003-2005.
He defeated incumbent Abdul Kimbugwe of Boston, Massachusetts, Ms Sophia
Anyomokolo and his fellow Los Angeles resident and closest opponent Moses
Wilson. Lt Musisi got 242 against Wilson's 232 and Mr Kimbugwe's 109.
Lt Musisi who moved to the US in 1990 immediately said he does not "subscribe
to any political party from Uganda or the United States."
