Zimbabwe, by slapping sanctions on the country because of the land revolution! 
   
  In our Uganda, an whole minister of disaster and prparedness cry to the world 
community instead, for help!! They had looted the entire state treasury dry, 
including that of disaster and preparedness!!
   
  Question is, what had they prepared anyway, incase disaster hits, with their 
elaborate Ministry of Disaster Preparedness??
   
  When some of us talk of Buffoons in the mids, the Abbeys of Uganda thinks we 
are being abusive!!

  State sets aside $10bn to help flood victims

GOVERNMENT has assured the nation that it will do all in its power to ensure 
that those affected by floods get adequate relief services.

Addressing journalists at a Press conference in Harare yesterday, the Minister 
of Local Government, Public Works and Urban Development, Cde Ignatius Chombo, 
said the Government had availed $10 billion to the Civil Protection Unit 
towards mitigating the effects of the floods.

More money would be provided if the need arises.

"I have directed that the office of the director of the Civil Protection Unit 
shall remain open throughout the festive season for the purposes of 
co-ordination.

"All provincial and district administrators shall be on standby during the same 
period. All council offices shall also be on standby to receive emergency calls 
and respond timeously.

"For ease of communication in rural areas, all chiefs, headmen and village 
heads shall monitor flooding in their respective areas and liaise with local 
police for appropriate action," he said. 

Cde Chombo said that while in most parts of the country, the rainfall has 
ushered a hive of agricultural activity in keeping with the stated national 
strategy to achieve the mother of all agriculture needs, the panacea had been 
with challenges.

Cde Chombo said the flow of raw sewerage and shortage of clean water supplies 
posed serious health hazards with risks of cholera and diarrhoea outbreaks.

The Civil Protection Directorate has provided a four-wheel drive, 45 blankets, 
200 litres of diesel and five tents to the flood victims.

Mashonaland Central Governor Cde Ephraim Masawi provided two tonnes of maize 
and GMB provided 20 tonnes of mealie meal to affected people in Muzarabani.

Other organisations that assisted the flood victims include Red Cross, 
International Organisation of Migration, World Vision and the Social Welfare 
Department among others.

Floods have hit parts of Mashonaland Central and Masvingo provinces.
