Police named in land title forgery

Authorities in Mengo have accused the Uganda Police Force of forging a title
deed to acquire a piece of land in Nateete which they say belongs to the
Kabaka. The title deed is Freehold Register Volume 766 Folio 2. 

The land in question is currently housing a makeshift police station, after
it was torched by anonymous people during the infamous Buganda riots in
September 2009. 

 

The riots which engulfed the 18 counties of Buganda, erupted after the
government stopped the kabaka from visiting Kayunga District to attend Youth
Day celebrations.

Lawmakers on the House’s Public Accounts Committee, who are investigating
the matter, yesterday heard that after Buganda Kingdom rejected a government
plan to erect a police post on its land without following the mailo land
acquisition process, Police Chief Kale Kayihura contacted Gabindadde Musoke,
the Ministry of Lands permanent secretary, to assist the police get a
freehold title by force.

“If it is true that police have acquired a title, then they have stolen this
land. This is impunity of the highest order,” Buganda Land Board
Spokesperson Saulo Katumba said. 

It was Lwemiyaga MP Theodore Ssekikubo, who raised the matter in which he
demanded that the committee chairperson Kassiano Wadri, asks the Criminal
Wing of Police to investigate the allegations of forgery. 

 “Police should have applied for a lease from Buganda Land Board. Uganda
Land Commission must also be investigated together with Mr Gabindadde,” Mr
Ssekikubo said.

The land located on Plot 146K, Block 18 measures 3.252 hectares.
