Ssebaana-Kizito destryed Kampala City Property Tax base in order to avoid paying the millions he owed. Now the city is under m7 because Ssebana made it an un funded mandate. How in the hell is a Mayor who is praying for his pay-cheque from State House supposed to pay Chief of Police Kaihura?
