To tell the truth today I am glad we never implemented it as I cannot even
support it today. Do you really want Mugisha Muntu to go on a hunt down of
all Acholis when he knows them by name and social insurance numbers? Or can
you manage Samson Mande when he is hunting down Langis who are listed on
national identification card with all their social insurance numbers in tow?

Bad idea man let us live in our jungle for we are today all Baganda and
Banyankole end of story.

forumists, l know osmething about that project. It was President Museveni's
initiative to preempt idle talk of election loosers that they have been
rigged out.
He directed Alintuma Nsambu to outsource potential companies from European
Union, that can do it.
Nsambu got them from Germany, and the President tasked internal Affairs
Ministry to liaise with the German Embassy in Kampala, and every think
looked well.
There was however some struggle between ICT and Internal Affairs Ministry on
one hand and Electoral Commission on the other.
However, after a new government in 2011, the new Internal Affairs Minister
raised suspicion the way he drove the matter from Entebbe to Jinja.
Let the Ministry of Defence bail us out as a country without national IDs.
