to Ugandans under Amin, and every one praised it when it was started without
a ground work. 100% of all monies lent out by that bank were never paid
back. Did we learn a lesson from that? Nope we are now humping on loan to
students. And I can see Rwandese kids flying in from Kigali to study. What a

I wholeheartedly welcome the student loan scheme.
For one, it will immensely save me some serious shillings. But I think it
would be an act of discrimination if children of supposedly wealthy families
that you listed - lawyers, ministers, generals, etc - are denied the loans.
Now for risk assessment, I would hope that the relevant authorities have
examined all the scenarios to insure the loans, such as amortizing it over a
30-year career lifeline.

Good idea. Now the govt must immediately abolish statehouse scholarships and
government funding at Universities. All students should fund their
education with loans.
Now the big question: should al students be given loans to all qualified or
only to needy students? I mean should children of ministers, generals, NRM
cadres, lawyers, accountants, doctors, business people etc be eligible?
This issue needs to be debated by Ugandan taxpayers.
Also, could students declare bankruptcy upon graduation? If so, how long
should bankruptcy be held against them? Folks, this is extremely important.
What is the philosophy behind the student loan scheme? It is an idea that
is needs to be fully debate because it is an equity issue.
What would the opposition do? Are they for or against the student loan
scheme etc.? Folks, this is the only way to restore equity in higher
education. The show me the money first before admission mentality would
disappear.
Incidentally, the distinction between govt and private students would
disappear. All students would self-finance their education.
How much money has been put into the scheme? Which board will run it etc?
