I need to do a clarification, the term I used was wrong and needs to be

see the example that you have used of an office messenger is a classic
example of corruption. I am not worried about that because it actually
exists in all countries, even here we have it. To those of us working in the
field you have to do it or your manger will send you out in a snow storm. If
you are nice to him, when it snows he forgets your name and picks on a guy
that flew in last night. We call it to lick his you know what. That is all
over the place and I am not worried about it a single bit. When I flew to
Europe the other day I went to the airport and checked in , but in the
process I murmured that I would love to go with a first class, which I had
not booked, then she asked me what she would get in exchange, I promised her
something nice from Europe and boom I was upgraded. There are people that
wanted to pay and be upgraded and they were denied the seats for they did
not have the thousands the airlines wanted to yank out of them, and yet I
was up graded for a simple perfume. And on record I brought it to her. Your
example of land register lady can be sorted out by firing them and getting
good office managers to do that, I am not worried about that a single bit.
What is in Uganda today is very different, Dr Kiiza Besigye as a government
purchasing officer, gets money to go and buy helicopters for the army, and
he buys junk helicopters, to keep the rest of the money for his bank
account. That is not corruption that is theft and that never happened in
Obote one through Obote two governments, and Dr Kiiza Besigye should have
been immediately arrested and charged. Do you realize the difference? You
cannot arrest the girl that upgraded my seat, for at the end of the day,
she has a lee way to do that for my ticket was accepted by her fingers
playing on the computer. She is not a thief but eating from her job and she
has not caused loss to her company but Dr Kifefe caused a loss to the state.
When Ssabassajja Mutebi decides to wallop into Luwero and squat into a war
when Baganda are being tied Kandoya and chests self-blow themselves up for
his own benefit, that is murder and Obote was very naïve to refuse the
arrest of Ssabassajja, for he should have been arrested and charged of
murder, for he directly caused a loss of people to the country. The ticket
agent did not. When ambassador Kabonero was in our embassy out here and he
sold the equipment out of the embassy including selling the light fixtures
for his own benefit that was not corruption that was stealing, and Kabonero
should have been recalled back to Kampala, arrested and charged of stealing
public property in the embassy. The airline girl did not and could not sell
me a food carrier of the air bus, she only upgraded my ticket, and that is
how far you can push her, if you ask her for an airbus tire, she calls cops
on you. Let me go back to Dr Kiiza Besigye, the moment he loaded weapons on
our airline to Yugoslavia and it got arrested, we actually never heard from
that airline again, he should have been arrested although he was a chief
Logistics, I think the title was. Because he made a decision that ended up
being of a cost to a state. And for all we know, Dr Kiiza Besigye might
actually just sold that airline to Yugoslavia, we do not know for he simply
does not answer direct questions about it. He should have been arrested and
charged. And all that goes to very many of them that have made decisions
that have directly ended up being of cost to Uganda the state, from Tumwine
that has out borrowed Uganda to you name it.
So what I am going after is not an office messenger that needs a few buck
here and there to push your paper work, but a government officer that is
sent to India to buy medication, and he buys expired medication and dump it
into Uganda for he got it at a quarter price and kept change. An army pay
master that bags the salary of an entire division and walks away. A district
education officer that gets a salary of the entire district and walks away.
A minister like Nasasira that gets money from World Bank to upgrade a road
in Uganda and he banks it into his personal account and he does not upgrade
the road but the debt gets written on Uganda. I am going after thieves and
thieves that steals large. That is what has been planted into Uganda and
that is what is not going to go away even if we change governments 5 times,
for this is a generational education, you need to wipe this entire
population out to kill it. Rose Birungi, I know a kid in Uganda that was
transferring Police officers, and that is all he was doing in the country,
she had a Toyota truck with UP numbers, and all he did was to follow the
list of transfers, he shows up you load up and you are gone. This kid would
start from Kisoro and end up in Kotido after a week and half. You cannot get
that kind of kid today in Uganda for he will sell that truck through Katuna
to Central African Republic. This is a job that you cannot monitor him as he
drives it, a government must depend on his integrity to trust that he will
go and come back with the truck. That is what I am after.
I hope this clarifies what I meant and I am sorry for using a wrong term.

Thats a good one, mere change is not a solution to good governance.
Corruption took root in most of the sectors, ages ago and, it is very
difficult to.get rid of. It started way back and was there even in Obote II,
an example of the Ministry of Lands, a messenger will not carry yr file from
the senior governnent Valuers office to that of the Chief Government Valuers
office without being given "chai" (money for tea).!! Officially a land title
search is supposed to take utmost 3 working days but can take approx 3 weeks
or over because the ckerks who get the files to do the search and later on
pass them on to the Registra of Titles for action, hide them until you cough
up and even if you do then can still frustrate you, probably because you
haven't given them enough..
I had that experience recently owing to decentralisation at the districts; I
had to commute from kampala to Mukono and what I witnessed was.apalling.!
The Land Registra of Titles is a young lady who is efficient and tries her
best to run the office despite the difficult much older than her junior
staff that try to frustrate the smooth running of her work, by disappearing
after she has instructed them to do something. Corruption is a habit that
any leader will fail to eradicate from our soceity.

I oppose this government with all my heart, but if I was in Uganda I would

Besigye right now is very detrimental to those of us that opposed this

state we are done. Corruption is here to stay. So we are taking streets for
