Federalism  is built from ground up, what you are preaching is federalism built 
from Kampala down to Gulu. You are just another Museveni tyrant binding your 
tyranny towards Ugandans in Gulu in federalism. You are claiming to know the 
solution to Uganda issues and you are sending it to Ugandans to follow it as 
Iddi Amin crafted it and threw it to Ugandans, as those that sat in Moshi 
crafted it and threw it to us,  and as Yoweri Museveni defined it and threw it 
to Ugandans.

 

The worst part of it is that unlike Iddi Amin and Museveni, you are an 
Acholi/Langi.                   {Very violent people}

The unapologetic Abdul Semakula is in danger of frustrating the work many 
people have done over the years. Uniting Ugandans has been a difficult task and 
many have lost their lives and families in the effort to unite Ugandans. 
Equally true, many have worked hard and died in the name of federalism. But  
such effort is being undermined by the warped notion that federalism and 
Buganda are one and the same. That is not true and I will try and educate the 
likes of Semakula. 

Federalism is a system of government, in which the same territory is controlled 
by two levels of government. The government deals with national issues and the 
state deals with local issues. Both the national government and the state have 
powers to make laws and both have some reasonable independence from one 
another. That is why when i talk of the greater northern state, i am talking 
about whole regions, be it the greater Southern State, Central state or Eastern 
state, i am still talking federalism for all regions, because they will all 
adopt similar powers and autonomy. Buganda state right could never be different 
from greater northern state right, nor is it different or wider than the 
greater eastern state right. This is the fallacy that led to idea of the 
Buganda question.

I am glad that federalism is being understood more and it has become, the 
Ugandan question rather than the Buganda question. Ugandans now know that it's 
a system rather than a belief or traditional ritual belonging to a particular 
group. 

All efforts must be made to educate people like Abdul Semakula, who has a wrong 
misconception that federalism has to be sold by particular individuals or 
group. Much as I mentioned earlier in my posting that an Acholi would not buy 
federalism from Muganda, it is simply because federalism was classed a Buganda 
question. Now it's not and a Muganda can walk to Acholi and talk federalism and 
Acholi will understand as the principle of "Arwot ki Oda" and not as a Buganda 
conspiracy to secession!. 

The biggest threat we have today in Uganda are the likes of Semakula Abdul and 
all effort must not be spared to educate them.
