CDE does not handle invalid import by name very well

In the CDE if you try to create an import by name but choose a descriptor that
is not in the classpath/datapath, you get an ugly error and the import dialog
closes. This often happens accidentally since it's easy to overlook that
"import by name" is selected.
It would be better if the CDE detected this problem, displayed a more helpful
message, and did not close the dialog so that the user could change to import
by location if appropriate.
