Marshall: please review as changes affect quite a bit of JCas code.
Eddie: please review as there are some Sofa exceptions with
non-internationalized message texts that I suspect originated with you or
Bhavani. I added TODOs, so they should be relatively easy to find. There was
one instance where an exception was created, but not thrown nor anything else
done with it. I added a throw.
