Fix For: 2.3
Our source distribution is incomplete. You can't build the documentation, as
the uima-docbook-tool project is missing. So mvn assembly:assembly fails. I
consider this a must-fix, as per Apache policy, we must be able to build our
binary distribution from the source distribution.
