I'm curious about a detail of the release procedure.  When we looked at 
the release candidate, we got it from
~mbaessler/distributions/uimaj-2.2.2/05/  which had bin, rat, and src 
dirs.  This is not 'publically' accessible.

For the review on the incubator-general list, the release candidate was 
moved to a place accessible publically:
~mbaessler/public_html/uimaj-2.2.2/05/ which had the same dirs, plus one 
additional one: "maven"

What is the rationale behind this?  Is there some release practice we're 
following (pointer to doc?)?
