build breaks for some components having no source files

The maven source plugin complains (and stops the build) if no files are put
into its archive. One project that has this behavior is uimaj-as-osgi-runtime
- which has no sources. A workaround fix is to change the maven sources plugin
to have the param to include the "pom" - this insures there's always at least
one file to include.
