I wouldn't bother trying to find a 3G provider who'll give you a static IP. Instead get a regular data SIM eg from Giffgaff For your IP requirements rent a virtual machine (5 USD / month from Digital Ocean or considerably cheaper < 10 GBP per year if you don't mind taking more of risk with reliability: check out lowendbox.com).

Then you just need a router that'll act as a VPN client to link to the Virtual Machine.

You might be able to find an off-the-shelf device that'll do this for you (try someone like Draytek) but I'd simply install OpenWRT onto something like a TP-Link TL-MR3020 (25 GBP). It can then operate your 3G USB dongle, maintain an IPsec VPN to your VM and expose the connectivity over Wifi & Ethernet.
