Yes.

ULC client is a thin, pure Java presentation engine. It can be easily
extended to make calls to and interact with 3rd party native applications on
the desktop / client machine. You can use the standard Java mechanisms like
JNI or various COM /ActiveX bridges.

Using ULC Extension mechanism (see
http://www.canoo.com/ulc/developerzone/ULCExtensionGuide.pdf) you can make
available 3rd party widgets to ULC applications.
