Here is the answer to the original question. 

xulrunner-mac-client.jar is required by one of the Ria Suite Extensions, either 
TablePlus, Office Integration, or the Browser support. When you originally 
create the ULC Project with the Project Generator you are presented with a few 
checkboxes asking if these addons should be included. It is easy to add the 
addons later, so if you are concerned about deployment size then don't just 
check everything by default. 

If you do need this addons then the Max file Size may be exceeded, and you need 
to run the GAE deployment script (ApCfg) with the --enable_jar_splitting 
option. As of right now, the Eclipse Plugin does not support this option. This 
is an open defect, see:

If you have large Jars then you need to run Apcfg manually instead of doing the 
Eclipse based deploy. To be honest, any real project should have a CI server or 
scripted deployment so this is not that big of an issue. If it really is 
bothersome then you can manually split the Jar into two child Jars. Use 
whatever archiving program (7-zip, WinZip, Stuffit, etc) you like.
