Things that need to be taken into consideration are load, traffic, bandwidth, dependency, etc.
A linux based web server from a software perspective is free and if it doesn't have too much load, you could grab an old P3 off the shelf and slap it together. On the other hand, it will totally freeze up if you are running a resource intensive perl-based site with even a moderate number of visitors at a time.
