I'm not on campus and had no trouble viewing the site. Basically the idea is to set up our own little sourceforge-like repository on campus for student projects in order to build a sense of community as well as display student work to potential employers, etc.
I think it's a great idea, but I'm not sure the server would be able to handle such a load (multiple development environments). It would make a good addition to some sort of student-run cluster.
