Give Eclipse a try for php -- http://www.phpeclipse.de :-D. I've used
it for a bit and love it. Eclipse has all sorts of fun plugins to give
it the functionality you need, there are also plugins to turn it into a
C IDE, a tool for database design, UML, etc
