How many routers/bridges are between the desktop and the printer? Are they both 
on the same private network just different subnets or are you trying to print 
over the internet?

Don't worry about config files. Just use the CUPS admin panel.
If cups is running point your web browser of choice (on the linux machine) at 
http://localhost:631. This will bring up a config panel for cups that is fairly 
intuitive.

As for putty, do you mean X11 forwarding? That requires the windows machine to 
have an x server running. CygwinX is the best solution for that. Come to the 
installfest and one of us can explain it all/get you set up.
