It depends on what you need ... You can use http://www.glue.umd.edu/~your_directory_id for serving static files as long as you're not making money, I think, but there's little or no scripting capability. I haven't heard of any departments/colleges providing such services for people who aren't staff/grad. students in their programs.
If the Glue web hosting's what you're looking for, you can put your files in, e.g., /afs/glue.umd.edu/home/glue/k/t/ktossell/pub/ on any Glue server.
