Well.... Microsoft, in what wisdom they have, decided to create two kernels, 9x (sort of- it's on top of DOS in a way) and NT. The DOS version (Windows 3.x, 95, 98x, 98SE, ME) is a seperate entity from NT (4, 2000, XP). The NT kenel proved superior with SMP support, better multitasking, and stability. Currenty, the DOS based version is gone and replaced by NT. Basically, the utility wasn't removed since it was never in NT 4. Likely because of security, there is no MS boot disk that reads NTFS. I hope this makes some sense.
