WinInstall works here on Windows XP.
You must have done something wrong, try to download the package (free
version), install it, start the program called "disco", and create your
desired package.
But be aware, WinInstall is not a good software and mostly it creates
the packages that won't work at all or not very reliably (as it is
generally the case with repackaging one type of package into a MSI
installer).
You may take a look at WPKG - http://wpkg.org - it allows you to deploy
the software without repackaging it.
