I'm sorry, is "Channel converter". The option (in sound forge 10) is "[Sys] Mono to Stereo - 100 %".

In the channel converter menu I seem to remember some Pseudo-stereo option which is there. It seems to change the phase on one of the channels. However it is ordinary to say the least I believe.
