There's no requirement to explain this here on this list, but a lack of a well reasoned and fully documented explanation in a formal proposal will doom its success. Not all possible rationales from the perspective of a submitter are acceptable from the perspective of the Script Encoding Working Group.

The bar is very high for encoding constructed scripts, especially recently 
invented scripts intended solely, or primarily, for constructed languages.
