The name 'specialist' was chosen to identify an individual with active 
interest, and usually some relevant expertise, to contribute to the 
development of the Unicode Standard.

Most people on the unicore list are members via their companies having 
joined as Associate or Full members. The latter, as the name implies, 
confers full voting rights.
