I was involved in the process that led to Martin's RFC. You can find
the archive of that part of our discussion in

We provided source code, which you can find in the archive, for the
rather simple process of encoding and decoding Unicode URIs. To
encode: convert the Unicode into UTF-8, and then encode any bytes
with the high bit set in the form %HH (percent sign followed by two
hex digits in ASCII).
