ISO/IEC 10646-1:2000.

No.  Typically the properties that are affected by changes to the
third component of the version number don't affect the ISO
version, which has far fewer details.

Roughly speaking, ISO 10646 gives information about *strings*,
whereas Unicode provides information about *text*.
