Because its usage in some languages (e.g. Swedish and German) requires that.
A list of all words in those languages would *not* be sufficient, as there
are some words that only differ in the "s" used.

(Which makes me wonder why Fraktur isn't included as characters, even though
a spelling rule in those languages requires that in a similar way.)
