2. A graduate student mentioned that it was her impression that most Cyrillic webpages (at least for Russian--her interest) are still not encoded in Unicode. (She is doing some research on the use of certain words in Russian and wanted to know how best to do the search.)
I have good news for your student. If she types or pastes a Russian word into Google using Unicode, Google finds matches not just in Unicode encoded pages, but also in ones encoded in other Cyrillic encodings e.g. Windows-1251 - and even when this doesn't seem to be explicit in the page source. Google is clever - and international.
