No, Elaine. The implication is that there are two scripts there which differ, essentially, from one another. The native users recognized this distinction, as do we today.
You as a Semiticist will perfectly free to continue to transliterate or transcribe such documents into Hebrew for any purpose you wish. There are other potential users of Phoenican script, such as Indo-Europeanists and Hellenicists, who do not perceive all of the West Semitic scripts to be unifiable, and who have a valid requirement to differentiate them in encoding.
