Wide characters in Windows 2K and XP are used for UTF-16 for most programs that I know of including the Microsoft Office suite and OS programs such as NotePad and WordPad. Windows 9x has limited Unicode support, but many programs do use wide characters for UTF-16 on Windows 9x as well.
