Probably not, if you take into account something like U+2C70 (Ɒ) LATIN CAPITAL LETTER TURNED ALPHA, which was added in Unicode 5.2, or U+A78D (Ɥ) LATIN CAPITAL LETTER TURNED H, which is being added to Unicode 6.0.

I have no idea what sort of knowledge you are trying to gather with this.
