Certainly not. Not with the vast majority of TLD (for instance, they
do not have one with .fr).

Registrars in .fr certainly do not need an ICANN contract, they only
follow french laws and rules.

I fail to see why this californian organisation should enforce the RFC
(noone else does) and harass foreign registries.
