This October the CBC has an article about having a Dene character in ID in Canada. At the moment the NWT does not allow special characters in names but this might change after a report by the NWT languages commissioner. The article uses the unicase ʔ U+0294 LATIN LETTER GLOTTAL STOP in the name Sahaiʔa.
