At http://unicon.sourceforge.net/downloads.html there are Redhat 8.0 binary and source RPMs and a "spec" file for building Unicon RPM's done by Samat Jain. The people who tested these RPM's mainly didn't like that they install Unicon in a particular location and expect it to live there.
I would guess that (a) the Redhat 8.0 RPM's may not be good for Redhat 9 due to all the library upgrades and incompatibilities introduced in Redhat 9, and (b) that Redhat 9 RPM's would not be too hard to produce, starting from Samat's unicon.spec file. I would love to see the spec file improved, for example to allow it to be installed in another user-specified location.
