This was an embarrassing configuration bug that needs fixing in the CVS
sources.  To make a long story short, I put in code to autodetect X11 and
enable graphics if present, but botched it a bit, and when confronted with
the problem I performed an incorrect "fix" which left XPM attempting to
build on many platforms even when graphics are not present or enabled.

Now that I have a handle on it, I will remove the incorrect lines
(config/unix/*/Makedefs have XPM=... lines) and solve this problem
in the CVS sources in the near future.
