Is 'seconds' the right units for all socket timeouts (it would be
if floats are allowed, I suppose)? While internet socket connections
are likely fine with this time frame I can imagine wanting to generalize
to other socket classes where much smaller timeouts might be desired
someday.
I like the general idea of supporting some sort of timeout mechanism
but have no suggestions on the best way to do so...
