Well you can either grab the latest version of Unicon from SourceForge or you can the latest UNSTABLE version of UI only at http://www.cs.nmsu.edu/~nclayton/ui.zip
I only say UNSTABLE because I have not had enough time to test it thoroughly and I am constantly adding new features. Hopefully by the end of this school semester you will be able to draw UML diagrams and build GUIs (IVIB) from within UI.

The gui stuff in uni/lib is the legacy old code, there should be a directory uni/gui too. If not, then possibly you have an old distribution... try getting the v11 distribution from the following page :-
