While reviewing a branch (

approver/+merge/140525 ) Jenkins discovered a build failure which also
occurs in trunk:

Adding python-dev in Build-Depends has no effect. This error occurs
in raring but not in quantal. I'll attach a log. As this blocks MPs
I'll up its importance to "high".
