Ted is correct that this is "broken" for end-user use in the US. You would never see a US roadside time & temperature display using 24h time, nor would a phone for US users default to 24h.
One approach would be to have a 12h/24h toggle available in ubuntu- system-settings and to tailor the default based on region. The phone profile is currently using a hardcoded format that ignores all of the options (such as the 12h/24h toggle) available for the desktop.
