Don't show cellular option if not available

Bug description:
On the desktop -- in Unity7 aswell as Unity8 -- the cellular options should
not be shown, if there is no hardware that supports such connections.
There are also tablets which do not have support for cellular connections. So
this bug is important for the 14.04 release which targets tablets as a platform.
